Regarding Forge 10.13.3.x
Currently all of my mods should work with both Forge versions 10.13.2.x and 10.13.3.x.
At some point in the future support for 10.13.2.x will be dropped. This might or might not happen when 10.13.3.x becomes the recommended version.
